I don't have a ton of plants yet. I do plan on getting 12 more ropes of elodea a few java ferns java moss and maybe an anubia. I'm just confused on when to start co2 and when or if ferts are needed if at all. Are there noticeable signs to look out for? I just want to make sure I don't cause problems or hurt my fish by adding it too early or not early enough

What's the size of the tank and what kind of lighting are you using?

With those plants, unless you see deficiencies (leaves dying off, turning strange colors, etc) I wouldn't bother.

I have 2 ten gallons and a 20 gallon. I guess if I see leaves dying off then that would be my sign. Is that right?

Yup. Holes in the leaves, yellow leaves, lots of dead leaves, etc are all signs of nutrient deficiencies.
