i have just noticed this morning that about half of my neons have a white blister around there mouth. several have one bump like blister one has the area all around his mouth appears to have white growth.  Any ideas as to what this miight be

Best to post a picture. But sounds like cottonmouth? Are your fish eating? You can try a 20% PWC and add a dose of aquarium salt to start. I'm no vet but this is what I would try.

I already use aquarium salt and would not want to add more.  It sounds like i need to remove the infected fish and treat tank with copper sulfate

I agree on the water change, but I don't think it is a good idea to add salt at all. A photo would really help -- tough to diagnose without that.
