We soak/boil driftwood to get the tannins to leach out.
But, then every post I've read says to change the water, and keep soaking.
WHY?
Will the tannins expelled from the wood leach back in? Why change the water?

The water can only absorb and hold a certain amount of tanins in solution,so when you change the water there is room for more tanins to be taken out of the wood. eventually most of the tanins are leached out and the wood is what they call SAFE.

Hey Gruby, that's an interesting answer. Do you know that for sure or is that a guess?
And if for sure, I wonder if there is a way to test for tannins (ppm?)
Sure would be nice to know how often to change water than just guess work, like when it get's dark in color.

If we are talking about soaking wood prior to placing it in an aquarium,the water changes will let you know when the tanins are leached out. If we are talking about the wood in an aquarium,there are things to take into acount....the size of the wood,the size of the tank and how long it has been in the tank. Personally I have south american tanks and only used wood I bought at the LFS and just put it in the tank and let the tanins leach out to initially soften and acidify the water. My Angels,discus and tetras love it. Occasionaly I add some blackwater extract as the wood has been in my tanks now for 5yrs for my 75g and 4yrs for my 65g my PH in the 2 tanks is about 6.6 plus or minus .2 and the GH/KH is on the very soft side(never) could really figure those two out If your wood is not from a fish store it is wise to boil it then rinse it or soak in a mild bleach solution and then rinse well to eliminate any nasties that may be on/in the wood
